The letter to Surok is an item used in the What Lies Below quest. It is obtained from Rat Burgiss after he is given the full folder. The letter must be delivered to Surok Magis. The letter can be read, but it is written in code. Surok destroys the letter in anger after the player delivers it to him.
When translated, it says:
The coded message.
Surok Magis,Your actions are being watched. We know what you are trying to do and the VPSG will stop you! Do not attempt to leave the palace or you will be arrested on sight. We will not hesitate to kill you if you disobey King Roald's orders.
