Perrdur is a gnome from the Tree Gnome Stronghold. He can be found with his wife, Dalila, nearly right next to the Gnome Restaurant minigame. Dalila says they are celebrating the anniversary of their marriage, and Perrdur says monotically "Yes, dear" throughout the whole dialogue.
